The United States government needed a new facility to co-locate the Department of Homeland Security – Immigration and Customs Enforcement and the Department of Justice -Executive Office of Immigration Review within the Salt Lake City metro area. This development served as the first DHS-DOJ co-located facility, which combined both federal agencies under one roof.
The two-story building and two attached parking garages design needed to accommodate office space, public space, courtrooms, secure holding, secure parking, a fitness center, and other support spaces. The building layout allowed for the separate operations of the two agencies and created collaboration spaces for shared use. Public and private spaces were clearly defined to meet the security requirements of the building. Additional site and building security features include a K12-rated Anti-Terrorism/Force Protection (AT/FP) barrier, net grabbers, and guard booths at entry points.
Interior finishes were selected to create a Class A office space. The design emphasizes a contemporary style, including natural stone, Plyboo wood accent panels, 3Form acrylic panels, numerous wall coverings, and vibrant paint colors.
The building was certified to LEED Gold. It includes sustainable features throughout such as landscape design, energy-efficient equipment, water-efficient fixtures, low-emitting materials, and abundant daylighting. The building is also adjacent to a light rail line and other mixed-use amenities.
The primary function of the interior is a wide range of administrative spaces for the DHS and Department of Justice, along with short-term detention and detainee processing facilities. Building core elements were centrally located to allow for quick access from all office spaces. By understanding the functions of the various agencies, the design team was able to incorporate multiple circulation paths to connect occupants.
The team also worked closely with local ICE and EOIR offices to integrate an additional 12,000 space and a second parking garage for future expansion.
Our design team worked with the owner and building contractor to design and deliver a project on time and on budget. Our best value approach provided a beautiful building that meets the functional requirements of both the DHS and the DOJ.
