The U.S. Department of Veterans Affairs has selected Hoefer Welker and US Federal Properties to lead the design and development of the new VA Jacksonville Multispecialty Outpatient Clinic in Jacksonville, North Carolina.
The 247,700-square-foot, three-story facility is designed to serve about 30,000 veterans annually and will consolidate four existing VA clinics into a single, modern outpatient destination. The clinic is slated to open in fall 2028, bringing expanded access to services including imaging, specialty care, women’s health, and mental health programs that previously required extensive travel.
The design draws inspiration from the North Carolina coastal environment, features a PACT Neighborhood Layout for improved staff workflow, and incorporates biophilic elements (natural light and landscaped courtyards) to enhance healing and wayfinding. Resilience was prioritized with storm-resistant systems and redundant power, while sustainability is supported through energy- and water-efficient systems.
Key team members also include Meyer Najem (General Contractor), Smith & Boucher/Hoefer Welker (MEP Engineering), and Bob D. Campbell (Structural Engineering).
